Website Links – Anyone Know A Good Free (or Even Paid If It’s Good) Link Exchange ?

I have 2 small websites www.letmepaintyourface.co.uk and www.tatts4u.co.uk and am trying to get more links to my sites without getting banned by any of the search engines. I’ve tried Link Market (average) and Link2me (the same) but am not seeing any dramatic improvement in either traffic or PR. Can anybody recommend a decent paid or otherwise site which will increase my Google rankings. Have heard good things about Build-Reciprocal-links.com, does anyone have any experience with these or any other sites like this (Not interested in link farms)
