If you order a hosting plan, and then host two different websites on it? Let’s day cars.com and healthfoods.com, does that in anyway affect your search engine rankings?

No. It does not.

The general belief is that if you are inter linking them the link might not count as much. So if you link cars.com to healthfoods.com which you shouldn’t do since they have nothing in common because they are on the same IP or same C class the link won’t count for as much.

No it does not. Each shared server hosts hundreds of sites if not thousands. According to your theory they should not do well in the search engines, however that is not the case.
There are advocates of hosting each site with different IP addresses, I however still fail to see how that would make a difference.
