And Google has been clamping and penalizing sites since 2006 for linking to bad neighborhoods, gaming the pagerank system by linking for the sake of boosting PR, linking to sites far from your main topic (e.g. a home business site linking to a credit repair site)
I got hit during the Jagger update (4Q of 2006) for linking. I had a link page where I did reciprocal links with whoever wants to link to us. We lost 80% of our traffic from Google. I removed the link pages and never engaged in reciprocal linking anymore -- and got back our traffic. That was a big lesson in linking, so we don&#039;t link to anyone anymore.
If you link, 
- link because you really believe that the site will offer something to your visitors (not because of improving your pagerank). 
- Don&#039;t engage in paid link; if you do, make sure the links are in Javascript or use a rel=nofollow code for every link
- link only to sites within your topic</description>
